Kelly Valmore Named Associate State Director for Strategic Programs & Partnerships

The New York Small Business Development Centers (NYSBDC) are proud to announce the appointment of Kelly Valmore as Associate State Director of Strategic Programs & Partnerships, a pivotal role designed to drive statewide innovation, expand economic opportunity, and strengthen the network’s ability to deliver high-impact services to small businesses.

Valmore brings more than 25 years of experience leading research, program evaluation, technical assistance, and cross-sector collaboration in education, health, and human services. With a proven track record of designing and directing statewide professional development and technical assistance centers as well as large-scale, grant-funded initiatives, she is well-positioned to build the strategic frameworks that power long-term economic growth and innovation across New York.

This new role will focus on identifying and scaling effective partnerships, enhancing statewide programming, and embedding continuous improvement across the network. Valmore will also help shape initiatives that reflect emerging trends and the needs of New York’s business landscape. Her approach is built around a deep knowledge of systems change, agile project management, and using data to drive measurable outcomes.

Valmore holds a Master’s Degree in Community Psychology from Russell Sage College and is currently pursuing a Doctorate in Educational Leadership and Innovation at Purdue University. She has partnered with federal and state agencies, local governments, school districts, and community-based organizations to develop scalable solutions that respond to complex needs—and has consistently delivered results that empower people, businesses, and communities alike.

“Kelly’s appointment marks a major step forward in the NYSBDC’s ongoing efforts to align entrepreneurial support with broader statewide priorities,” said Sonya Smith, NYSBDC State Director. “Her leadership and strategic insight will play a key role as we continue expanding our impact, developing new initiatives, and ensuring small businesses have the tools and partnerships needed to thrive.”

The addition of this new Associate State Director role reflects the Center’s long-term strategy to enhance statewide collaboration, increase capacity for innovation, and position New York’s small businesses for success in an ever-changing economic landscape.
